When I'm out and about and what to play a mobile game, I usually only play for a few mins and have LTE or at a place that has Wi-Fi. I think I used much more on Netflix but I could see me churning out my plan pretty fast if I'm not careful. I can understand them wanting to provide a stable experience, but most folks play mobile games on the go, so having to be connected to Wi Fi to not eat up my data plan kind of defeats the purpose of this being on mobile.
