I'd never seen them until a few hours ago, they're apparently from 1997 and they were made by Bandai, the artwork is Sugimori's though, obviously. They were part of some series of card products known as "Carddass" according to what I've found on Google. I used to have a small set of collectible Pokemon cards (not the TCG) that was basically stock images of Pokemon with some information (usually Pokedex data) printed on them somewhere. But most of the art for those were Sugimori's as well but it was the stuff you usually saw on official merch, not varied and more interesting stuff like this.
